JOB SUMMARY The organizations Emergency Management Program serves as the foundation for mitigation, preparation for, response to, and recovery from any potential emergency or disaster. The Program Manager provides the leadership, support and expertise in developing, implementing and maintaining the policies, procedures, and structures that serve as the framework of this program. Oversees organizational education within Emergency Management as it applies to all Associates across the organization including members of the medical staff. Manages and directs activities associated with accreditation processes and regulatory compliances as relevant and pertinent to this position. Oversees the emergency notification systems such as Live Process and government communication systems. JOB DUTIES 1.--Actively demonstrates the organization's mission, core values, behavior standards, and conducts oneself at all times in a manner consistent with these values. 2.--Knows and adheres to all laws and regulations pertaining to patient health, safety and medical information. 3.--Manages and directs the development and implementation of the organizations Emergency Management Program in compliance with the Joint Commission (TJC) and the federal requirements of the "National Response Frameworks" National Incident Management System (NIMS). Emergency Management is a comprehensive program that partners with organizational leaders; managers; physicians, associates; and teams as appropriate in accomplishing this task. 4.--Ensures compliance with the Emergency Management Standards and Elements of Performance as required by TJC and NIMS. Focus on key elements in emergency management such as communication, resources/assets, safety/security, staff responsibilities, utilities management, and patient clinical/support activities. 5.--Oversees federal regulatory as well as accreditation specifications requiring hospitals to focus on an "all hazards" approach to emergency preparedness. 6.--Coordinates the organizations Emergency Management Programs seeking system uniformity across the SJRMC system in our approach to emergency preparedness and response. 7.--Serves as Liaison promoting communication within the organization as well as with outside emergency response agencies and relevant affiliations as it applies to emergency preparedness, mitigation, response and recovery initiatives. 8.--Leads and/or oversees teams and committees charged with mitigating and carrying out the emergency preparedness, response, and recovery functions of the organization (ex: Emergency Management Teams, Hazmat Teams). 9.--Ensures consistency in our approach to Emergency Management Program documentation and record keeping in alignment with accreditation and regulatory compliance requirements. 10.--Will coordinate and support emergency incident and event management within the organization through the development and use of the Hospital Incident Command System (HICS). 11.--Oversees the development and implementation of educational programs relating to emergency preparedness and response as they apply to individuals and groups within the organization. 12.--Promotes participation in interagency emergency planning, preparedness and exercise initiatives at the local, regional, state, and federal levels with those affiliations mentioned here along with any others as applicable to the program. 13.--Oversees emergency preparedness exercise structuring, reporting and evaluation in alignment with accreditation and regulatory compliance requirements based on an all- hazards approach that involves responders from multiple disciplines, agencies and organizations and across multi-jurisdictional levels. 14.--Participates and represents SJRMC in county, state, and or federal committees as required by SJRMC and/or regulatory/state requirements. 15.--Researches and writes the Assistant Secretary of Preparedness and Response (ASPR) federal grant applications for the individual eligible entities within the organization. Prepares the individual grant budgets in accordance with federal requirements and manage the expenditures to the extent permissible by law. 16.--Evaluates the effectiveness of the Emergency Management Program by monitoring policies, procedures, processes, and response efforts within the program through various methods such as the Emergency Management Team and reporting structures; PI data and tracking; PI monitors; graphs; actual emergency and exercise code critiques depicting opportunities for improvement along with deficiencies identified and then following through with any needed corrective action or interim measures; action plans; annual program goals; annual evaluations; revise policies and procedures as necessary along with creating new policies where identified and needed to the overall betterment of the program. 17.--Manages and prepares departmental budget within SJRMC guidelines. 18.--Performs other duties consistent with purpose of job as directed. JOB SPECIFICATIONS AND CORE COMPETENCIES Education: Knowledge in creating, implementing and managing hospital policies that is normally acquired through a Bachelor's Degree; or one to two years related experience and/or training; or equivalent combination of education and experience. Licensure/Certification: Certification of training in the ""Hazardous Materials First Responder Operations"" level course required within 1 year. The following FEMA independent study courses must be completed within one year: Introduction to the Incident Command System for Health Care/Hospitals (IS-100 HC); Applying ICS to Healthcare Organizations for Health Care/Hospitals (IS-200 HC); National Incident Management System (NIMS) an Introduction (IS-700); and National Response Plan (NRP) an Introduction (IS-800.A). Experience: One to three years of experience with emergency preparedness programs at the organizational, local and regional levels preferred. Law enforcement, military and/or first responder experience a plus. Working knowledge of applicable state and federal regulatory requirements as well as that of the Joint Commission on Accreditation of Healthcare Organizations. Other Job Requirements: COMMUNICATION - Competent in oral and written communication as well as computer skills; demonstrates group leadership and presentation skills; participates actively in meetings. LEADERSHIP - Demonstrates leadership abilities and organizational skills; able to build morale; able to set and achieve individual and team goals. Must be able to take on a leadership role within the community, on behalf of the organization. TEAMWORK - Participates actively with leadership, managers, associates, and teams in developing policies/procedures, and in promoting best practice decision making in the management of emergency preparedness and response programs. PROGRAM DEVELOPMENT - Researches relevant subject matter; demonstrates imagination in design and application relevant to program building and development. BEHAVIOR - Presents a positive attitude; supportive of and in alignment with the organizations mission and values. Assigned hours within your shift, starting time, or days of work are subject to change based on departmental and/or organizational needs.
