Description SALARY
$132,193.98
POSITION SUMMARY
Manages and directs the development, implementation, and monitoring
of the Authority's Bus Maintenance programs within assigned area.
Performs and reviews inspections and inspection logs, provides
recommendations for preventative maintenance and modifications, and
provides developmental opportunities for staff that promotes a
culture of safety and meets department and Authority goals and
objectives. Qualifications PRIMARY RESPONSIBILITIES
Coordinates maintenance and preventative work plans for assigned
area's maintenance services and activities.
Coordinates a route's multiple shops maintenance activities,
including daily reactive maintenance activities, by reviewing the
Maintenance Management Information System (MMIS) and manpower
availability to ensure buses meet and continue to meet Authority
standards.
Provides direction on preventive maintenance programs such as
seasonal changes and makes necessary adjustments.
Organizes managers and repairmen work activities and schedules
accordingly.
Develops maintenance processes and procedures and administers and
monitors programs, policies, goals, and departmental objectives to
ensure consistency of interpretation. Develops methods to improve
team workflow and processes. Administers managers' goals and
performance reviews programs as well as Risk Management.
Liaises with various internal and external departments on matters
related to Bus Maintenance.
Represents the route for various company-wide programs and
initiatives such as Excel, CSI, and Material Management.
Maintains close interaction with Bus Heavy Maintenance and Bus
Engineering/Tech Service in order to communicate and resolve Bus
Maintenance issues, Warrant Audits and trends.
Supervises managers and repairmen scheduling, lost time and payroll
issues, including interactions representatives from departments
internally and externally.
Reviews various reports such as Defect Reports, Repeater List,
Productivity Reports and Material List, to ascertain trends and
develop action plans for repairmen and managers for reactive and
preventative maintenance work.
Conducts safety inspections and disciplinary investigations to
ensure a safe working environment and operating vehicle safety for
Authority employees and customers.
Conducts safety inspections of maintenance projects and garages to
review progress, work methods, and compliance with applicable
safety regulations.
Conducts safety inspections and audits within the garage,
disciplinary investigations and interviews, and prepares
recommendation for discharge and grievance responses.
Analyzes safety audits to ensure accuracy. Identifies opportunities
for improving service delivery methods and procedures. Reviews with
staff and coordinates plans to successfully implement
improvements.
Oversees staff development to ensure proper training and knowledge
is attained to perform effective and safe work functions.
Prepares reports on mentoring, employee morale, succession and
innovation and passenger complaints.
Reviews training session material and training bulletins for staff
in proper maintenance and preventative procedures and techniques to
ensure they meet Authority standards and industry best
practices.
Approves updates to work processes and process improvements and
identifies opportunities to increase efficiencies and safety.
Reviews all relevant performance and productivity reports, sets
goals for staff, and executes performance improvement plans.
Approves corrective action/discipline in accordance with the
current Corrective Action Guidelines.
Responds to the scene of service delays, unusual incidents,
facility incidents, accidents, and unusual occurrences and provides
oversight, direction, and incident management.
Hires, trains, develops, monitors, and evaluates performance of
staff. Reviews and recommends personnel actions for approval.
Performs related duties as assigned.

field of Bus Maintenance.
Implementing maintenance programs and initiatives that ensure
efficiency and budget consciousness.
Providing reliable rolling stock with a low frequency of defects in
revenue service despite an aging fleet and stringent budgetary
goals.
EDUCATION/EXPERIENCE REQUIREMENTS
Bachelor's degree in Mechanical Engineering, Business Management,
Transportation Planning, Public Administration, or a related field,
plus five (5) years of experience in vehicle maintenance and
repair, of which one (1) year is in a supervisory or management
role, or an equivalent combination of education and experience
relating to this position.
Experience in a transit environment preferred.
Experience managing a large union staff preferred.
Must possess a valid State of Illinois Driver's License.
PHYSICAL REQUIREMENTS
Must be able to lift small to medium sized tools weighing up to 50
pounds.
Requires remaining in a stationary position for extended periods of
time and constantly operating a computer and other office
productivity machinery.
Service Area Requirement: Exempt (Non-Union) employees must live
within the boundaries of the CTA Statutory Service Area either at
the time of employment or within 6 months of beginning employment
at CTA.
KNOWLEDGE, SKILLS, AND ABILITIES
Detailed knowledge and understanding of the scope and types of
repairs, inspection and maintenance performed at the
terminal/garage level required.
Detailed knowledge of the principles, policies, and practices of
vehicle maintenance programs.
Detailed knowledge of shop and garage operations, equipment,
maintenance practices and programs relative to the maintenance of
vehicles, preferably buses.
Detailed knowledge of applicable union contracts, the types of work
performed by the union crafts, and the duties of skilled and
unskilled field personnel.
Working knowledge of environmental safety, chemicals, and
waste.
Working knowledge of various trade contracts and unions.
Strong organizational and management skills, necessary to define,
develop, and evaluate objectives, standards, and performance
levels.
Strong organizational skills and attention to detail.
Good managerial skills, necessary to competently plan, manage, and
coordinate bus maintenance of assigned garages.
Intermediate computer skills using basic office software
applications,
Ability to plan, review, assign, and evaluate the work of
subordinate personnel.
Ability to manage large scale, multiple projects.
Ability to drive results by identifying and resolving significant
problems within scope of responsibility
Ability to deal professionally, courteously and tactfully with the
public and coworkers.
Ability to prepare clear and concise administrative and financial
reports.
Ability to analyze problems, identify alternative solutions,
project consequences of proposed actions, and implement
recommendations in support of Authority and departmental goals.
Ability to establish and maintain effective working relationships
with those contacted in the course of work.
Ability to interpret and apply Federal, State and local policies,
laws and regulations.
Ability to direct and supervise the work of managerial,
professional, technical and clerical staff responsible for a large
and complex maintenance program.
WORKING CONDITIONS
General office environment.
Required to travel to various CTA, vendor, and transit property
locations.
Frequently exposed to usual bus shop and garage conditions, e.g.
noise, dust, grease, fumes, moving vehicle and energized
machinery.
On call 24 hours a day, 7 days a week.
EQUIPMENT, TOOLS, AND MATERIALS UTILIZED
Standard office equipment.
Personal computer and related software.
Vehicle maintenance tools, including electronic diagnostic devices
and repair supplies.
Additional Details Employees and/or union members will be given
priority consideration in the hiring process, per the applicable
labor contracts.
Final salary will be determined in part by the qualifications of
the selected candidate and may be higher or lower than target.
